7.1. After Encoding AVI to DVD/SVCD the movie plays either too fast or too slow, can I fix this?
7.2.  After burning VCD/SVCD with Nero, there's a huge quality loss
If Nero has encoded the video then this is no surprise. You should never use Nero to encode to VCD or SVCD. Your alternative options are to use encoders like TMPGEnc or CCE SP(or Basic), then use the encoded MPEG file with Nero.
