I receive a lot of Spam PMs while on IRC

Unfortunately there is not a lot that can be done about this. Most networks are fighting to get rid of spammers. The best option is to find some form of anti-spam script, If you are maintaining a channel, then I suggest you download the Q-Script. You can get it from the Excursion homepage. The installation instructions come with the script.
