LAME project releases a potentially buggy v3.96

Latest LAME MP3 Encoder comes with a lot of internal changes, but hold your horses as the version released as version 3.96 stable introduced a serious bug. According various members of the Hydrogenaudio.org community, the 3.96 causes audible drop outs to the signal.

However, it has not been determined yet how often this problem does occur. It could even be an isolated case with a single test sample. However, I would recommend to wait for a few more days so that we can see more test results and determine the quality of this release
