NeuStar Helps Leading UK Network Operator 3 to Launch Yahoo! Messenger

NeuStar, Inc. (NYSE: NSR) today announced that it has helped leading UK
network operator 3 to bring the popular Yahoo! Messenger instant messaging
(IM) service to 3's mobile customers in the UK, enabling users to be online
with friends and family at any time from anywhere. 3 chose NeuStar's
industry-leading Mobile Messaging Gateway solution to implement the roll out
of Yahoo! Messenger across its subscriber base.

NeuStar has a longstanding relationship with 3, having implemented the
rollout of 3's popular Windows Live Messenger service in August 2006. In June
2007 alone, 133 million messages were sent across the 3 network via Windows
Live Messenger.
