MP3 Quality Modifier is a nice application that can quickly downgrade the quality of MP3 files.
Why do that? If you reduce the bitrate of an MP3 file, then you reduce the file size. If you have limited space on your MP3 player or smartphone, you can use this tool to trim the MP3 files down and fit more on your device as a result.
You can simply drag and drop MP3 files onto the application and choose a quality profile, or if you'd prefer, advanced options will let you set a bitrate manually.
