JPGasPDF is a tool that can convert JPEG images into PDF documents.
Simply add the JPEG images you would like to merge into a PDF into the application and you can easily generate a PDF document consisting of them.
You can drag and drop images right into it.
NOTE: Download includes both command line and GUI versions.
