That may seem like a strange concept but it is built into Windows. You can set it so that trying to run an application/image, like regedit, will actually launch a completely different image.
For example, in Sysinternals' Process Explorer application, it provides an option to replace task manager when CTRL + ALT + DEL are held. This is accomplished by setting it so that whenever taskman is run, procexp.exe will run instead.
This application allows you to set up such hijacks for other images.
