Windows 7 Logon Background Modifier is a tool that can change the Logon background image in Windows 7 to whatever you want.
Simply run the program, select a custom image file (BMP, PNG, GIF, JPEG) and click Apply and the changes will be made.
Note that the program will likely have to process your image so that it is a JPEG and less than 256KB in size to adhere with limitations in Windows.
You can easily restore the original image later from the same interface.
