Is my motherboard or HD going bad?

My computer will randomly crash dump blue screen, then reboot. Sometimes on the reboot it will not go past the splash screen.
The HD is making a clanking metal sound often, especially when it spins up. And occasionally all of the USB ports lose power and functionality. I have an HP 8200n desktop... Windows Vista 32 bit

Sounds like drivers issue. If the HDD is making noises chances are it is also going bad. Boot into Safe Mode and run HDD diagnostic tools.

It could be a power issue; this will cause most hard drives to click, and will also cause crashes.
