My PC does not recognise my external hardrive

I have tried everything i can think of its lit up as but when i go into My Computer it does no exist , anywhere actually

Have you looked at the Device Manager? Any flags?

Try this
Right Click "My Computer"
Click "Manage"
Under Storage Click "Disk Management"
If your drive is working properly you should see it here. If its brand new you might need to format it.

If there was data on it & it shows up in disk management,attempt to assign a drive letter,if however it says it needs formatting or whatever,try running the drive on an xp machine & run quick disk check on it if still not appearing assuming it shows up or has a drive letter run the drive in linux,any linux live cd should do it,if not remove drive from housing & place directly in comp

if it came with software you made need to use the software to install the drive. or go to the manufacture website and download software.
