The service cannot be started, either because it is disabled or because it has no enabled devices associated with it.
I cannot uninstall files for run new files. My audio service is not runing either. It will not let me do system recovery. Any suggestions

You do not mention if this is a computer or other device.
You do not mention the operating system if this is a computer.
Hope you managed to have saved your important data before this event. Sounds to me like it is time to reformat and reinstall. Enjoy.

This is a computer using windows vista. I cannot use any of the exe files to format from system. I cannot locate the installation disk I made a copy of.

If this is a PC look at your devices under Device Manager to see what is enabled or not enabled.
