Apple's alleged cheaper iPhone to begin production in July?

According to a new report, Apple is ready to put their oft-rumored lower cost iPhone into production in July.
Supposedly, the handset will be available in a plethora of colors, just like the newer iPod Touch, including Navy, Gold-Orange, White, Gray, Pink, Green, Blue and Yellow-Orange.

Apple will build just 1000 units for a field test in June, before the mass production begins in July.

Although unconfirmed, the iPhone will be made of a shell made of polycarbonate plastic, and could cost $149 through carriers.

149$ through carries? is that based on signing up for a plan or the full cost of the phone?
when the iPhone 4, 4S & 5 came out in my town, it was being sold for 149$ on a plan.
The cheaper iPhone sounds like a more affordable choice but there still needs to be some solid, definite pricing before I go after one.

Every year they say they will launch a cheaper iphone,But they never do!
So dont get your hopes up....
