These are messenger based pop-ups. The Messenger service is not MSN Messenger or Windows Messenger so if you don't use it you can disable it. If you are using Microsoft Windows XP Pro, then click Start --> Run and type services.msc. Find Messenger in the list and right click it, stop the service. Then right click it again and click Properties. Change it from Automatic to Disabled. This will stop the annoying pop-ups you get.
