Yes you can if the network offers ChanServ.
Basically, if you have a registered nick (you can find instructions here) then you can register a channel, or numerous channels under that one nick. The command to register the channel is...
/msg chanserv REGISTER channel password description
You must replace the channel with the name of the channel you want to register, password with any password you wish (this will not password protect a channel) and description with a short one line description of what the channel is for.
Now all you have to do is enter the channel after you have identified your registered nickname and you will be opped immediately!
