My Other Image Grabber (MOIG) can open images from tthe clipboard and carry out various effects on them (rotate, resize, sharpen etc.)
Right click on the interface to see all of the options to paste from clipboard or capture the screen. Right click again to manipulate the captured image. You can use the tool to rotate, resize, create a thumbnail, sharpen and so on.
