Folder Locker can lock access to any file or folder in Windows.
It works with a drag and drop interface, so you can drag in a folder to lock it, or drag in a locked folder to unlock it.
Similarly you can drag in a file to lock, or drag in a previously locked file in order to unlock it.
You shouldn't rely on it as a total data security solution at all, but for protecting folders at home, it should do the trick.
