Windows 7 Starter - Wallpaper Changer is a tool that can change the desktop background wallpaper in Windows 7 Starter Edition.

Simply run the tool (click Yes if User Account Control prompts you), choose an image file (preferably a JPEG) on your computer and then click Set Selected. Now reboot the computer and the Destkop wallpaper should be changed.
