i2pdf can create PDF files out of a collection of images in Windows.
It's a very lightweight applications. All you need to do is drag and drop images onto the program window, then click "Build PDF." It provides some options too.
Supports JPEG, PNG, BMP, TIFF and GIF.
NOTE: For 32-bit Windows, download i2pdf (32-bit) instead.
