Winhotspot is a freeware virtual wireless router for Windows which can let you share Internet to other devices.

Compatible with versions up to Windows 8, Winhotspot acts as a virtual Wi-Fi hotspot on your Windows PC or laptop, allowing you to share Internet to mobile devices, or to transfer files as you would on a normal network.
