It has no user interface. It sits in the system tray, and integrates with Explorer to provide right-click menu options for USB devices.
It can be used to enable or disable devices, or it can be used to lockdown devices behind a password. You could also, for example, disable storage devices entirely so that none work when plugged into the computer unless you can provide the password to unlock it.
This is the free version of USB Manager, and it runs on Windows XP, Vista and Windows 7.
