VIA intros $49 APC Android micro-PC VIA makes own micro-PC, running Android.
APC runs a custom Android system, based on Android 2.3, and comes with a bunch of applications pre-installed. It puts a lot of emphasis on power consumption, consuming only 4 watts of power when idle, and 13.5 watts under maximum load.

It comes as a bare board, measuring just 170 x 85mm, conforming to the Neo-ITX form factor (compatible with Mini-ATX and Micro-ATX.)

Success will depend to a very great extent on what kind of device it is recognized as AND what applications are compatible.

If it can run any decent http + torrent download clients, WhatsApp, Skype, Viber through wired internet I see myself needing at least about 10 units to distribute amongst my family members.
