WinVorbis brings the full Ogg Vorbis toolkit with one integrated GUI. It includes the features of VorbisComment.exe, OggEnc.exe, OggDec.exe, & VorbisGain.exe.

Very usable and powerful interface to this great audiocoder format, which is presumed to be the "MP3-killer", since it's totally royalty free.
