WizMouse is a useful tool that lets you use the mouse wheel on the Windows under your pointer, even if that Windows is not active.
This means that you will no longer have to physically click on a window to be able to use the mouse wheel to scroll, it should simply work if you place the pointer over the window.
Be warned that this tool might not work with a touchpad because most touchpad drives do not send the same messages as a mouse wheel.
