BFilter is an open-source Proxy based program that removes annoying flickering and flashing advertisements from webpages you browse.

It doesn't rely on blacklists (although it does support them). Instead it can detect ads heuristically, much like modern anti-virus software manages to detect many viruses unknown to it.
