VSO DivXtoDVD guide added

Our "guide guy", Dela, just finished his short guide for the VSO's new tool, VSO DivXtoDVD. The tool itsel is an easy-to-use freeware DVD conversion software that allows virtually any video file (including DivX, XviD, WMV, etc) to be converted into DVD-Video format and burned to a DVDR disc.

Great program. I use it to convert then burn using nerovision express.

Have used this a few times now and with good results. Very easy to use!! However I get the following message in the operation log everytime: "MSG Level#1 - Warning min_rate > 0 but min_rate!=max_rate isnt recommended!" Anyone know what this means and how to avoid it?
