Ukraine: Tymoshenko signs 'Contract with Investors'


KYIV, Ukraine, September 10 /PRNewswire/ --

BYuT leader Yulia Tymoshenko presents program to accelerate investment in
Ukraine.

The contract presents the platform of policy guidelines which a BYuT
government will pursue to encourage increased domestic and foreign direct
investment, so as to accelerate Ukraine's economic development and improve
the standard of living for its citizens in a sustainable manner.

The initiative underlines BYuT's support for a transparent government and
economic policies designed to increase investment. It also describes how a
BYuT government would execute the policies which were developed with advice
from the international community.

"We believe that the fundamental catalyst for economic development is
good government, the foundation of which is an effective legal framework. Our
government's focus will be an economically sound and consistent policy with
incentives for investment in and development of Ukraine's assets,
infrastructure, natural resources and intellectual capital", said Ms.
Tymoshenko.

The "Contract with Investors" outlines areas where urgent action is
required if Ukraine is to take its rightful place in the international
investment arena. These include:

- A change-management program to develop the foundation of modern
      government
    - The prerequisite legal stability for sustainable investment
    - Fiscal and administrative policies that are supportive of investment
    - Land reform to increase development and construction
    - A new tranche of transparent privatizations
    - A comprehensive energy independence program
    - The advancement of trade opportunities via the EU and the WTO
    - A professional governmental approach to international trade promotion

Ms. Tymoshenko signed the "Contract with Investors" during her meeting
with international business leaders today September 10th, 2007, at the Hyatt
Regency Kyiv.

Some 300 international business leaders attended the event, from firms
including Alico AIG Life, Bosch, Cardinal, Citibank, Dannon, Deloitte, DHL,
Honda, IKEA, ING Bank, Kraft Foods, Microsoft, Motorola, Philip Morris
International, PricewaterhouseCoopers, Shell and Siemens along with
representatives from numerous Embassies and organizations including USAID,
IFC, the World Bank, the European Business Association and the American
Chamber of Commerce.
