BARCELONA, February 16 /PRNewswire/ --

- Enables 'Smart Caps' Approach to Fair Bandwidth Usage

Bridgewater Systems (TSX: BWC), the mobile personalization company, today
announced the new Policy and Charging Rules (PCRF) - compliant Bridgewater(R)
Policy Controller 1000 and 3000 systems. Bridgewater also announced today
that it has won a Tier 1 mobile service provider customer
(http://www.bridgewatersystems.com/2008-News-Releases.aspx) for the Policy
Controller.

News

    - The Bridgewater Policy Controller 1000 and 3000 are carrier-grade,
standards-based policy systems that intelligently manage network
resources and subscriber access to applications in real-time. The new
systems feature Bridgewater's Smart Caps(TM) fair usage bandwidth
controls and certified transaction capacity that enable service
providers to improve the subscriber experience as mobile data services
grow. They are an evolution of Bridgewater's market leading Policy
Controller product which is deployed in service provider networks
      around the world.

    - These systems revolutionize the way service providers predict, manage
and deliver mobile data services by:

    - Optimizing mobile data network investments. Transaction-based
systems lower operational costs by efficiently managing core and
leased network capacity as well as radio access network congestion.

    - Applying Bridgewater's Smart Caps to ensure fair bandwidth
usage. Smart Caps deliver a superior subscriber experience by
applying precise controls that adjust bandwidth levels based on
real-time factors such as the subscriber's bandwidth usage during a
mobile data session, roaming status, and level of network
      congestion.

    - Personalizing service plans. Service providers can notify
subscribers when they are near usage quotas, provide a temporary
bandwidth boost, offer a service extension, or rebalance subscriber
bandwidth consumption to comply with policies. Custom fair usage
policies can be applied across flat-rate, metered or pre-paid
      plans.

    - A recent Heavy Reading report entitled "Policy Control & DPI: The New
Broadband Imperative" named Bridgewater Systems a 'clear leader' among
policy specialists and concluded that "the policy area has great
promise as a means for service providers to add value to their IP-
derived service offerings...if it fulfills that promise...the policy
business will quickly become a multi-billion dollar market
      opportunity."

    - The Bridgewater Policy Controller 1000 and 3000 systems are fully
compliant with the 3GPP PCRF specifications with Gx and Gy interfaces
for 3G UMTS/HSPA networks. It will meet evolving LTE requirements and
      interoperate with leading networking vendors.
