FlasK MPEG is an MPEG to MPEG converter with a built-in demuxer to parse MPEG1 and MPEG2 files. The software is very much DVD oriented, and perfect for converting DVD to VCD in a couple of clicks. It has all the necessary decoders built-in, but does require Panasonic MPEG-1 encoder plugin for Premiere.
Also an AVI output plugin is available for creating MPEG-4 video.
Flask MPEG was one of the tools that launched the "DivX boom", but if you compare it to modern DVD ripping methods, it has pretty limited functionality, it has problems maintaining a/v sync every now and then, etc.. Also, because Flask requires Panasonic's MPEG-1 plugin, using Flask for VCD creation is not free of use!
