BlockA block on an MPEG video stream is an 8x8 pixel matrix that can represent either luminance or chrominance samples, or the corresponding DCT coefficients. Sometimes when dealing with low bitrates, you experiencing a video artifact called blocking, where the macroblocks become visible.
