Considering pictures that are recorded on camera are naturally blurred, it gives the effect of a smooth image, thus the statement that the human eye can't tell the difference over ~24 FPS.

With the image on a computer screen or a console, unless blur is enabled, the framerate would have to be ~35/40 or above for a totally smooth image.

The human eye doesn't need the camera to blur the images, as the eye itself naturally blurs the images. Detectors (rods & cones) in the retina act as an integrator on the number of photons received per unit time. When people "see" the difference between 25 Hz computer screens and 50 Hz screens, what they are actually seeing are interference patterns of lower frequencies that are artifacts of the way that the screen is redrawn.
